WhatsApp's Free Service Messages End Oct 1: What 3 Real Accounts Will Pay (2026)

I built the WhatsApp Business API cost calculator this week to answer one question before the deadline hits: what does the October 1 billing change actually cost, in dollars, for a real account? So I ran three account profiles through it — a small shop, a support-heavy SaaS bot, and a high-volume consumer app. The shop's bill barely moves. The support bot's jumps 73% without a single extra message sent.

The rates and the deadline

Meta bills WhatsApp Business API per message across four categories: marketing ($0.025), utility like order confirmations and shipping updates ($0.006), authentication/OTP ($0.004), and service — replies you send inside the 24-hour window a customer opens by messaging you first. On top of Meta's rate, the BSP you route through (Twilio, MessageBird, 360dialog and others) adds its own markup, typically $0.003-$0.010 per message. Service messages have been unconditionally free since WhatsApp Business API existed. From October 1, 2026 — five days out — each account gets 1,000 free service messages a month; every one past that bills at the utility rate, with no allowance at all for the excess.

Small shop: the change barely registers

Order confirmations, a few OTP logins, and light customer replies: 8,000 utility messages, 3,000 authentication messages, 2,000 service replies a month, routed through a BSP charging $0.005/message.

Total: $125.00/mo before October 1, $131.00/mo after — a $6.00, 4.8% move. Only 1,000 of this shop's 2,000 service replies lose the free allowance, so the hit is small. This is the profile Meta's messaging around the change is aimed at: most small accounts stay close to where they already were.

Support-heavy SaaS bot: the number that actually hurts

A help-desk bot answering customer questions inside WhatsApp: 5,000 utility notifications, 2,000 authentication messages, and 40,000 service replies a month — the normal shape of a product that treats WhatsApp as its support channel, on a BSP charging $0.006/message.

Total: $320.00/mo before October 1, $554.00/mo after — up $234.00, 73%. That single service line goes from zero to a bigger number than this bot's entire previous bill's Meta-side cost. Nothing about the bot's usage changes on October 1. The calendar does, and the category this integration relied on most heavily loses its free status.

High-volume consumer app: scale doesn't protect you

A consumer app sending order updates, OTPs, some marketing outside the US, and fielding a high volume of customer-initiated replies: 20,000 marketing, 30,000 utility, 10,000 authentication, 150,000 service messages a month, BSP markup $0.004/message.

Total: $1,560.00/mo before October 1, $2,454.00/mo after — up $894.00, 57%. The flat 1,000-message allowance doesn't scale with account size, so at 150,000 service replies it covers 0.7% of the traffic. Being big doesn't protect this line item; if anything it makes the absolute dollar swing the largest of the three.

What actually decides your exposure

It isn't total message volume. It's what share of that volume is customer-initiated service replies, because that's the only category losing its free status — and the 1,000-message allowance is a flat number, not a percentage. An account running mostly marketing, order confirmations and OTPs barely notices, the way the small shop above didn't. An account that leans on WhatsApp as a help desk gets the full force of the change, because service traffic is exactly the category every account assumed would stay free — it did under the old conversation-based model, and it still does today, until the calendar flips.

If you route customer support through WhatsApp, count your actual service-message volume from your BSP dashboard before October 1, not an estimate — the gap between "mostly free" and "73% more expensive" is entirely a function of that one number.
